JOB DESCRIPTION: Chief Financial Officer

Exempt Status: Exempt


Reporting to the CEO and serving as an integral member of the senior management team, the Chief Financial Officer will be responsible for the organizations overarching finance and accounting management strategy. The ideal candidate has the passion and skill set to build and support a finance department of a dynamic organization.


Strategy, Vision and Financial Management

  • Advise the CEO and other key member of senior management on financial planning, budgeting, cash flow, and finance policy matters
  • Process improvement of financial and accounting systems for an agency with complex funding structures
  • Utilize financial analysis and projections to plan and evaluate services and programs
  • Serve as a management liaison for the Refugee Services of Texas (RST) Board of Directors and Audit Committee, effectively communicating and presenting essential financial matters at targeted staff, board and committee meetings
  • Develop positive and productive relationship with leadership staff in RST’s nine officesacross the State of Texas
  • Contribute to the development of strategic goals and objectives as well the overall management of the organization
  • Plan, coordinate and execute the annual organizational budget process
  • Collaborate with the Programs team on the budgeting process; incorporating the team’s service delivery needs and costs as allowable
  • Ensure an appropriate pace of organizational spending with timely monitoring, reporting and communication at regular intervals throughout the year
  • Engage with RST’s external partners on financial matters, particularly in banking, insurance, external financial partnerships, and lease negotiations

Financial Accounting and Reporting

  • Provide leadership and direction to Controller and accounting staff
  • Ensure that accounting systems for cash management, A/P, A/R, credit control, and petty cash are efficient and timely
  • Work with CEO and Controller to develop financial reports and dashboards for internal and external constituent

Team Development and Leadership

  • Supervise, direct, organize and support the work of the Controller and Grant Compliance Specialist, as well as additional finance and accounting staff as added in the future
  • Mentor and develop staff using a supportive and collaborative approach; ensure accountability; set objectives; establish priorities; monitor and evaluate results
  • Ensure maintenance of appropriate internal controls and financial procedures.
  • Promote a culture of high performance and continuous improvement that values learning and commitment to quality
  • Ensure staff members receive timely and appropriate training and development
  • Follows staff screening requirements and uses screening instruments to screen for abuse risk.
  • Provides staff with on-going supervision and training related to abuse risk.
  • Provides staff with regular feedback regarding their boundaries with youth.
  • Requires staff to adhere to policies and procedures related to abuse risk.
  • Responds quickly to policy and procedure violations using the organizations progressive disciplinary procedures.
  • Responds seriously and confidently to reports of suspicious and inappropriate behaviors.
  • Follows mandated reporting requirements.
  • Communicates to all staff the organizations commitment to protect their youth from abuse.
  • Reports essential abuse risk management information to the board of directors.


  • Business or Accounting Degree required; MBA preferred. 5+ years experience managing finance for a complex non-profit with multiple funding sources required
  • Thorough knowledge of finance, accounting, budgeting, internal auditing and cost control principles including GAAP
  • Strategic money manager; ability to provide consistent financial transparency through timely monitoring and reporting
  • Flexible, collaborative and proactive; a team leader who can positively and productively impact both strategic and tactical finance initiatives
  • Excellent judgment and creative problem solving skills
  • Exceptional written, oral, interpersonal and presentation skills and the ability to effectively interface with senior management, RST’s Board of Directors, staff and external partners
