Project Engineering Manager – Public Safety

The selected Staff Systems Engineer will be part of ESA’s Public Safety Systems Engineering (PSSE) team, providing advanced technical expertise to a wide variety of complex programs. In particular, the PSSE team is seeking someone with deep knowledge of short-, medium-, and long-range electro-optic (EO) and infrared (IR) surveillance systems, especially those currently employed by the Department of Homeland Security and more specifically, Customs and Border Protection. Candidates must have some experience with deployment of these types of systems.

This position will consult with ESA engineering personnel across multiple disciplines (for example, Software, Mechanical, Electrical, Test) to conduct thorough trade studies, perform rigorous make-buy analyses, support proposal efforts, and/or design and deliver robust engineering solutions in this technical focus area. In addition, any experience integrating such sensors with advanced artificial intelligence or machine learning (AI/ML) engines for automatic detection, identification, and classification will be a huge benefit. Such projects may include new product development, product sustainment, and/or existing product upgrades.

Candidates for this position must communicates well with all internal and external stakeholders including Elbit Systems business units, the broader engineering team, and critical third-party suppliers as necessary to meet requirements. The ability to build robust relationships and work well with people at all levels of the organization, including program management and engineering functional management, is absolutely critical.

This position requires the candidate to travel to customer and affiliate sites located throughout the US in support of all of the above. International travel may also be required on a program-by-program basis.

Responsibilities

PRINCIPAL POSITION RESPONSIBILITIES

Bid, Proposal, Project Planning and Kickoff

  • Contribute to engineering program bid and execution baselines (cost, schedule, technical requirements and solutions, assumptions, risks, opportunities…) IAW defined scope and objectives, using historical data whenever possible
  • Devise innovative technical solutions that fit within program constraints
  • Complete exhaustive trade studies and make-buy analyses to support technical solution
  • Characterize camera system performance, including protocol conformance and the entire video path
  • Collaborate with camera system manufacturers to develop specifications and subcontractor statements of work
  • Develop deep technical relationships with camera suppliers, including their technical teams
  • Support the development of the resource-loaded Integrated Master Schedule (IMS)
  • Assist Cost Account Managers (CAM) in establishing appropriate budgets
  • Assist completion of bid packages, focusing on technical volume preparation
  • Assist preparation of engineering kickoff packages upon contract award

Project Execution

  • Contribute in all phases of the project life cycle, especially requirements definition, high-level design, and verification of complex systems and systems-of-systems
  • Install, network, and evaluate next-generation EO and IR surveillance systems and make recommendations
  • Partner with software and algorithm development teams to integrate EO and IR sensors with homegrown and COTS AI/ML engines for automatic detection, identification, classification
  • Partner with field service engineers to identify, troubleshoot, and resolve issues with fielded surveillance assets
  • Remove roadblocks to team success with the support of engineering functional management
  • Proactively manage project risks and opportunities including development of mitigation or capture plans
  • Prepare and conduct project reviews as required, reporting status to senior management
  • Mentor/coach project team members to help achieve efficient and effective project execution
  • Partner with management in employee assessment, development, and corrective action
  • Establish and maintain business unit, affiliate, customer, and engineering leadership partnerships to facilitate effective collaboration across the company

Qualifications

POSITION REQUIREMENTS

Position requires a Bachelor’s degree in engineering or equivalent scientific discipline with 10 or more years of related experience to be highly-skilled in the above areas.

Specific defense or public safety industry experience, including experience with complex camera surveillance systems, communications and networking equipment, power equipment, and supporting information technology, is strongly preferred.

Strong written and verbal communication skills are required.

US Citizen

Must be able to complete a favorably adjudicated DHS background investigation, as well as obtain a favorably adjudicated DoD clearance at Secret level.
