Medical Simulation Training Analyst with Security Clearance

This is a Contract position in Fort Sam Houston, TX posted June 8, 2021.

Carney is seeking a qualified candidate to provide medical simulations training analysis and technical expertise to assist in the planning, development, coordination, implementation, execution, and management of Army Medical Simulation training plans, products, policy, and strategy. The Medical Simulations Training Analyst will serve as a project leader and will complete tasks necessary to develop, revise, and maintain required training development documentation and policy. Responsibilities  Develop Joint Capabilities Integration and Development System (JCIDS) documents in accordance with (IAW) U.S. Army Training and Doctrine Command (TRADOC) JCIDS writer guides 
Coordinate with Government Subject Matter Experts throughout Army medicine for the collaborative development of Medical Simulation/ Synthetic Training Environment (STE) requirements 
Serve as a project leader for a medical modeling/simulation project 
Function as a subject matter expert on simulation methodologies representing the portrayal of military functional areas such as medical support, medical service support, maneuver, maneuver support, operational logistics, mission command, fires, intelligence, surveillance, and reconnaissance 
Research in one or more specialized areas, e.g. medical treatment, simulations, war games, combat development models, scenario development, and specific Joint service or Army-related issues, spanning the domains of doctrine, organization, training, maneuver, leadership, personnel, and facilities (DOTMLPF) 
Analyze capabilities and develop applications of major segments of complex medical simulations: plans, designs, and implement methodologies and concepts in complex computer simulations and methodologies. 
Conduct all levels of training analysis to include but not limited to: needs assessment, business case analysis, task/job analysis, content analysis, gap analysis, media analysis, audience analysis, delivery analysis, context analysis, etc. (NOTE: Analysis tasks may require extensive research and the potential exists for off-site travel) 
Develop comprehensive analysis reports that summarize research and substantiates recommendations  
Develop a variety of project management documents including but not limited to: project charter, project plan, milestone schedule, communication plan, stakeholder analysis
Perform a variety of project management tasks  Minimum Requirements  Bachelor’s degree in a relevant academic discipline. (Associates degree and 4 years’ experience may be substituted for a bachelor’s degree. Alternatively, 8 years’ experience may be substituted for Bachelor’s degree.)  
Medical simulations concepts, practices, and procedures Military medical training processes and Medical Modeling and Simulation (MMS) and Medical Simulation (MedSim) programs such as the Synthetic Training Environment (STE) 
DOTMLPF integration 
JCIDS Process 
Writing education and training curriculum 
Application of analytical and evaluative methods and techniques to issues.
Development and implementation of modernization directives, policies, guidelines, and procedures sufficient to assure program accomplishment 
Major issues, program goals and objectives, work processes, and administrative operations applicable to the position 
Applicable laws, regulations, policies, and precedents which impact the Army’s medical force. 
Project management, managing all phases of the project lifecycle 
4+ years experience in the medical simulations field or related area 
High level of initiative and judgment 
Capable of performing a variety of writing tasks ensuring cohesiveness, clarity, flow, and compliance with Army and grammatical writing guidelines 
Read, write, and speak English fluently 
Possess excellent written and oral communication skills 
Ability to interface professionally with senior military leadership 
Capable of learning and utilizing current and emerging military and commercial technology 
Proficiency with Microsoft Office suite and incorporated programs to include Excel, PowerPoint, Project, Word, Outlook, and Access, and be able to troubleshoot basic computer hardware and software required for services being provided 
Ability to comply with established, new, and changing requirements, regulations, processes, and procedures 
Ability to pass a federal government background check
Preferred Requirements  Previous experience with U.S. Army medicine, specifically the U.S. Medical Center of Excellence (MEDCoE) – formerly AMEDDCS HRCoE and Medical Simulation Training Centers (MSTC) 
Thorough understanding of Army Design Methodology and Military Decision-Making Process (MDMP) Previous experience with and a thorough understanding of U.S. Army Training and Doctrine Command (TRADOC) regulations and the Analysis, Development, Design, Implementation, and Evaluation (ADDIE) process Equal Opportunity Employer/Veteran/Disabled
