Position SummaryPrepares bottom up cost estimates for Civil Infrastructure Operations and Maintenance project proposals throughout the US and Canada.

Primary Duties and ResponsibilitiesEstimates labor, material, equipment, subcontractor, and internal costs to assemble consolidated bottom up estimates associated with investment proposal models.Studies project specifications and other contractual requirements and ensures that estimates are developed in conformance to those.Solicits pricing from internal departments, and subcontractors and suppliers, and makes selections as to which offers are included in the estimates.Solicits and reviews internal reports form the various departments involved and incorporates considerations associated with those into estimates.Leads the development of proposals by managing collaborators, coordination meetings, client meetings, proposal timelines and ensuring that all client and internal deadlines are met.Presents complete estimates/investment models to the Department Director and other executives for approval.Prepares internal reports as required by collecting, analyzing, and summarizing information and trends.Maintains a historical cost data base by entering and backing up data.Maintains technical knowledge by attending educational workshops; reviewing technical publications.Contributes to team effort by accomplishing related results as needed.Perform all other duties as assigned.

Knowledge, Skills & AbilitiesAnalyzing information, cost estimating, planning/forecasting, reporting research results, attention to detail, communicating with others, and bid requirement analysis.Ability to effectively communicate.Ability to calculate and project financial costs and figures.Ability to multitask, use resources effectively and meet scheduled deadlines.Strong computer skills including working knowledge of Microsoft Excel, Word and the rest of MS Office 365 suite e.G.

Teams, SharePoint, OneDrive.Knowledge of HCSS or other estimating software is a plus.Ability to provide timely estimation data for bid proposals, therefore the ideal candidate must work well under pressure and demonstrate agility and strong time management.

Education and ExperienceBachelor’s Degree in Civil Engineering or Construction Management are preferable but will consider other candidates with proven industry experience.Minimum 10+ years’ experience estimating Civil Infrastructure type projects.Experience estimating civil infrastructure O& M projects is a plus.Experience in execution of Civil Infrastructure Operations & Maintenance projects isa plus.Knowledge of basic finance concepts.Financial modeling knowledge is a plus.

Work Conditions/Physical DemandsPrimarily within climate-controlled internal office environment working under normal office conditions.20% to 30% travel across U.S.
