Citi: Risk & Control Transformation Program Lead – C15

Overview of the RoleAs Global Consumer Technology(GCT) Risk & Control Transformation Program Lead, you will report directly to the GCT Head of Consent Order Transformation Office that is chartered to ensure that we have clear ownership, integrated execution plan, and adequate staffing model for delivery of Regulatory Business Critical Milestone (RBCM) project activities to execute phase-level regulatory commitments.

This role will help ensure transparency into our horizontal regulatory obligations, and implement effective and scalable processes, controls and monitoring.

The leader in this role will be responsible for designing and implementing enhanced risk management and controls, including an enterprise wide risk management framework, commensurate with Citi’s structure, risk profile, complexity, activities, and size.

Priorities Include:Identify material, emerging, growing, top and idiosyncratic risks, across all risk types, as part of day-to-day risk management.In partnership with internal Risk and Control business teams and the Citi Transformation Office, determine aggregate level and types of risk Citi is willing to accept and establish risk-based decision making in achieving strategic objectives and business plan.Align GCB Risk Framework to new enterprise level Risk Framework, operationalize risk appetite limits, build out straight through processing for credit loss model execution, migrate to primary data source and standard tools for risk oversight applications and MIS, and further enhance controls and quality assurance governance.Establish and oversee the application of operational risk policies, technology and tools, and governance processes to create lasting solutions for minimizing losses from failed internal processes, inadequate controls, and emerging risks.Establish and build relationships and partnerships across business, technology and operational lines.Provide leadership, development opportunities, performance management, development and succession-planning, staff communications, and positive interactive working environment to ensure the highest productivity and employee engagement, globally.Apply knowledge of business products, processes and technology to identify opportunities for further strengthening of the control environment across the business.Keep abreast of competitive landscape.

QualificationsThe ideal candidate will come from an international organization and be a visionary leader in risk & control, automation andmonitoring.

Bachelor degree in computer science, business or a related field.

Masters degree or equivalent experience preferred.15+ years relevant work experience, including experience leading large, cross-functional teams across engineering, program management and risk & control.Demonstrate strong, successful experience as a project manager / program manager.

PMO Certification a plus.Hands-on development of risk models involving market, credit and operational risk, assure controls are operating effectively, and provide research and analytical support a plus.Extensive global compliance and related experience, and strong knowledge of business processes utilized in the Financial Services Industry.Solid understanding of rules, laws, and regulations, and specific regulatory requirements impacting Citi’s products and services.Knowledge of critical regulators, regulatory requirements and Citi Compliance.Demonstrated understanding of business procedures, financial services, control and regulatory industry knowledge and general understanding of relevant banking regulation and supervisory expectations for large complex financial institutions.Consistent experience managing teams and large, strategic cross-functional or enterprise projects Previous program/project management, consulting, technology and/or management experience.Strong analytical and quantitative skills; Data driven and results-oriented.Experience in affecting large culture change.Demonstrated understanding of business procedures, financial services, control and regulatory industry knowledge and general understanding of relevant banking regulation and supervisory expectations for large complex financial institutions.Proven ability to influence decision-making at all levels within an organization and influence non-directs through data and a vision in a variety of contextsDeep technical knowledge, with the ability to break down the work involved in solving them, and the impact of those decisions on engineeringDemonstrates sound business judgment, analytical acumen, consumer-centric mindset and communication skills.A record of fostering a clear vision, translating that vision to action, and delivery of business measurable outcomes.High level of diplomacy and relationship management skills.
