Description

The Mayor and City Council for the City of Josephine are seeking applicants for the position of City Administrator, a full-time exempt position. The City is experiencing rapid growth and there are currently two Municipality Utility Districts and several new sub-divisions planned. As growth is happening, the City is receiving multiple inquiries regarding Zoning and opportunities for new businesses to come to Josephine. The City is seeking an enthusiastic and people-focused City Administrator with advanced local government management and leadership skills. The City Administrator shall be responsible to the Mayor and City Council for the efficient administration of all city affairs and assures all laws and city ordinances are enforced; is responsible for planning, managing, and providing direction for all city operations; drafts and implements operational policies and procedures; appoints and removes staff while implementing policy as established by the City Council. Applicants for this position should possess the education, level of experience and working knowledge that will provide the highest standard of leadership of all municipal functions of the City.

Essential Job Functions

The City Administrator’s responsibilities will vary from year to year and will be determined by the changing needs of the City of Josephine, as well as from the direction from the Mayor and City Council. The responsibilities may include, but are not limited to the following:

Direct and supervise the administration of all departments created by the City Council which includes City Secretary, Police Chief, Public Works Director and Finance Director.

Ensures all federal, state and City ordinances are effectively enforced.

Attend all City Council meetings, with the right to take part in discussion and making recommendations when appropriate.

Has strong written and oral communication skills, works well under pressure, and works well with the public, employees, and City Council.

Prepare and submit the annual budget to the City Council for adoption and ensures the City operates within the adopted budget.

Keeps the City Council fully advised as to the financial condition and future needs of the City.

Prepare reports and statements to present to City Council indicating the financial status and other issues concerning operations of the City.

Ensure a clean audit is completed timely each fiscal year.

Performs any other duties as may be prescribed by ordinance, resolution or as directed by the Mayor and City Council or that may be proper for the efficient administration of the City’s affairs.

Requirements

Bachelor’s degree in Business Administration, Public Administration, Political Science, or a related field.

Five to eight years of management experience in the local government field, leadership and supervising multiple departments, divisions, functions, and people is strongly preferred. Experience with a municipality that has experienced growth is a plus.

Working knowledge related to all aspects of public administration including public safety, budget preparation and administration, finance, governmental accounting, treasury functions, purchasing, tax, water and sewer service operations, planning and zoning, and other municipal operations.

The Mayor and City Council of the City of Josephine reserve the right to choose whom they deem to be the most qualified candidate to fill the open position of City Administrator. Competitive salary and benefits to be based upon on qualifications and experience. This position shall remain open until filled.
