About the Role The Federal Reserve Bank of Kansas City (FRBKC) is seeking a Scrum Master to join the Disbursement Services Modernization Initiative (DSMI).

DSMI is an initiative to implement a modern cloud-based payments platform for the United States Treasury.

The modern platform will provide numerous Treasury business capabilities supporting domestic payments, international payments, and payments to government agency grant recipients.

This role will be dynamic while addressing multiple customer priorities and will assist in removing roadblocks impeding the team’s progress, while guiding the team to improve their processes and practices.

The position is seeking an individual with a proven track record of supporting highly complex information technology projects, as well as a leader that can enable the team to work effectively and deliver priorities identified by the product owner role.

You will be responsible for enacting agile principles and methodologies as the Scrum Master in partnership with other Scrum Masters, the Program Manager, the development team, the Product Owner, Business Analysts, and project leadership.

Key Activities: Enacts Agile/Scrum principles as the Scrum Master on projects and programs in partnership with other Scrum Masters, the Program Manager, the development team, the Product Owner, Business Analysts, and project leadership.

Ensures adherence to Agile/Scrum values, principles, and practices.

Identifies dependencies, manages conflicts, and drives success of individual sprints, as well as the overall project.

Directs the work of project team members and guides the team in prioritizing work based upon knowledge of customer requirements, project schedule, and various dependencies.

Addresses and escalates issues, impediments, and roadblocks and proposes solutions.

Effectively communicates with internal and external stakeholders to improve transparency, and convey information.

Scope of contacts involves frequent interaction with internal and external project sponsors, stakeholders, project teams, and peers.

Reports to, advises, and works closely with multiple project sponsors across business lines, the System, and/or the Treasury.

Nature of interactions includes facilitating, directing and influencing project teams, and building, navigating, and maintaining collaborative customer and stakeholder relationships.

May routinely interact and build relationships with senior executives.

Facilitates and/or ensures Agile ceremonies are conducted and embraced in order to drive agile development; secures agile team working agreements.

Leads and coaches the organization in Agile/Scrum.

Qualifications: Typically requires at least 3 years of relevant experience.

Bachelor’s degree specializing in computer science, project management, business administration, or information technology from an accredited college or university, or equivalent combination of directly related education and/or experience.

Incumbent must be fully vaccinated against COVID-19, unless the Bank grants an accommodation based on a medical condition or sincerely held religious belief.

Certified Scrum Master (CSM) and/or other related certifications preferred.

Intermediate, senior, or advanced understanding of subject.

Has in depth or breadth of expertise in discipline.

Excellent verbal, written, and interpersonal communication skills to articulate and explain complex technical concepts to non-technical individuals.

Uses persuasion and tact in advising on, and influencing, project objectives and direction, as well as project team.

Skilled at negotiating commitments among various stakeholders and possesses excellent meeting and presentation skills, which includes handling difficult and/or sensitive conversations with key stakeholders.

Agile experience preferred.
