Lead Wastewater Treatment Plant Operator

City of Kyle

This is a Full-time position in Kyle, TX posted May 15, 2021.

Assist in the planning, direction, and supervision of departmental staff in the safe operation of the City’s Wastewater Treatment Plant.

Kyle’s Wastewater Treatment Plant utilizes an activated sludge treatment process in accordance with all Local, State, and Federal rules and regulations.

Summary of Essential Duties and Responsibilities: This position works with or is exposed to hazardous chemicals and conditions involved in the treatment of wastewater.

Must be knowledgeable in all TCEQ & EPA rules governing Wastewater Treatment.

Prepare reports compliant with TCEQ standards.

Supervise and assist in inspection, maintenance and process control changes in the day to day operation of wastewater treatment.

Prepare and maintain various plant and station operations and maintenance records.

Maintain records of samples, results, and field-testing parameters in accordance with predefined standards.

Perform routine process control testing on treatment process.

Must have the capability to interpret analysis results and effectively communicate process control changes to internal and external personnel.

Plan and organize daily activities using time efficiently while multi-tasking.

Assist in hiring, training, evaluating and possible disciplinary actions of wastewater treatment operations staff.

Assist Chief Operation and Division Manager with annual budget, acquiring bids and meeting with vendors that are to conduct work at the Wastewater Treatment Plant.

Must live within 45 minutes of normal travel time to Kyle, Texas.

This position is required to be on call and must be available by phone at all times.

Performs all other duties as assigned.

Qualifications: High School Diploma or equivalent.

Competent training and certification from a technical or vocational school and five (5) years of experience in activated sludge treatment plant operations is preferred.

Two (2) years’ experience in supervision of wastewater treatment operations preferred.

Must have a Class “B” Wastewater Treatment License issued by TCEQ.

Candidates capable of obtaining Class “B” Wastewater Treatment License within 1 year of hire may be considered.

Experience in reviewing engineered plans and specifications is preferred.

Must possess or be able to obtain a valid Texas Driver’s License and be eligible for coverage under the City of Kyle vehicle insurance provider.

Summary of Preferred Knowledge, Skills, and Abilities: Knowledgeable in all TCEQ & EPA rules governing Wastewater Treatment.

Ability to analyze problems and plan solutions.

Ability to read and interpret written information such as safety rules, operating and maintenance instructions, and procedure manuals.

Ability to write routine reports and correspondence.

Ability to speak effectively before City staff and elected officials as needed.

Mathematical skills ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Ability to compute rate, ratio, and percent; to draw and interpret bar graphs.

Proficient in using Microsoft Excel, Word, and Outlook.

Quantity meets productivity standards; completes work in a timely manner.

Safety and security observe safety and security procedures; reports potentially unsafe conditions and uses equipment and materials properly.

Must be safety oriented.

Initiative asks for and offers help when needed.

Leadership inspires staff to reach new levels of efficiency, technical skill and investment.

Treats staff with respect and professionalism at all times.

Will perform field operations work alongside staff.

This Wastewater Treatment Plant operates 24 hours a day, 365 days a year including weekends and holidays.

This position is considered essential personnel and will respond to emergencies as needed, to include returning to Public Works Facilities or other city facilities during disasters and, or emergencies as directed by the Director of Public Works.
