TSTC is seeking a CFSR Review Team Leader to perform physical security reviews of critical pipeline facilities and other selected pipeline assets of security interest across the United States.

We are looking for a detail-oriented individual to enhance TSAs capacity to conduct and analyze pipeline related security assessments in order to establish and report on the security posture of pipeline operators and the industry as a whole against an evolving threat environment.


Bachelors degree from an accredited college or university (can be waived with additional 4 years of field experience) Considerable executive level corporate security and operations experience, such as storage, transmission, Industrial Control Systems (ICS), and Supervisory Control and Data Access (SCADA), is required to successfully conduct a TSA CFSR, manage data associated with a CFSR, and analyze CFSR program data.

Diversified pipelines operations and security skills sets, capabilities, formal analytical training, practical security measure application and subject matter experience at the corporate and facility level.

Subject matter expertise and experience working with and within applicable local, state, and federal regulatory and safety entities is required to successfully achieve and deliver desired CFSR program outcomes.

WHAT YOU’LL DO: Responsible for the thoroughness, completeness, and overall quality of the Contractors support in planning and conducting on-site facility security reviews.

Responsible for pre-trip coordination and planning with the TSA PM and COR.

Lead the onsite CFSR and the onsite de-brief to a facility owner/operator.

Coordinating with the Program Manager and Program Analyst you will finalize all associated program documents at the conclusion of each onsite review.

Responsible for coordination, product/deliverable quality, production, and management as stated within the SOW Scope of Work and Task summaries with the TSA PM and COR Be the onsite CFSR formal interview lead after TSA introduction to stakeholder Responsible for documenting corporate security plan findings BASIC QUALIFICATIONS: Thorough knowledge of the complex nature and diversified areas of pipeline operations, industry partnerships, corporate physical and cyber security policy development, access control policy, security policy development, industry executive relationships, reporting relationships within a stakeholders organization and the ability to consider all of the above while reviewing existing corporate security plans with senior corporate and site-level leadership present at CFSRs Thorough knowledge, understanding of the Department of Homeland Security (DHS) Analytical Agenda, TSAs risk-based security approach and how to practically apply DHS and TSA plans, Guidelines, and related security measures to a stakeholders site-level security plan Proven ability and experience required to analyze strengths and weakness within corporate and site-level security plans Proven ability and experience required to apply and/or develop analytical methodology, risk mitigating activity development, application and effect at the critical pipeline headquarters and site level Analyze the impact and effect of stakeholders ability (or inability) to apply the Guidelines throughout its security plans, operating environment and to discern Guideline application trends throughout the industry Use data derived from CSRs to inform TSA on Guidelines trend(s) and industry implications of those trends based on current pipeline threat scenarios for TSAs consideration when developing security initiatives Thorough understanding of the Department of Homeland Security (DHS) collaborative public and private sector collaborative risk reduction approach described in the National Infrastructure Protection Plan (NIPP, available online) Thorough understanding of TSAs Transportation Systems Sector Specific Plan (TS-SSP, available online) Thorough understanding of the DHS National Strategy for Transportation Security (NSTS, available online) SECURITY CLEARANCE:
