Project Controls Advisor

POSITION DESCRIPTION:

Our El Paso, TX, location is looking for a Project Manager for an environmental compliance project with recent and relevant experience in Indoor Air Quality and Mold Remediation Services. Duties of the Project Manager include managing preliminary and detailed mold and Indoor Air Quality assessments at Fort Bliss Army Base. Additional responsibilities include providing Monthly Project Management Reports (PMR), developing Project Management Plan, hosting monthly meetings with the customer, and developing a Uniform Federal Policy for Quality Assurance Project Plan (UFP-QAPP).

PRIMARY JOB DUTIES

  • The objective of this project is to provide Mold and IAQ Survey and Remediation Support services activities for Fort Bliss. The Contractor will provide a preliminary mold and air quality assessment of all buildings included in the PWS. Follow-on detailed mold and air quality assessments will be completed based on the results of the preliminary assessments. Results and recommendations based on these assessments will be provided to USACE and Fort Bliss. The Contractor will also provide support for the maintenance of the IAQ Database. The Project Manager will be responsible for the following in addition to managing the scope, budget, and project schedule to ensure on-time and within-budget delivery of the deliverables.
  • Develop, prepare, and maintain a Project Management Plan that is based on the Contractor’s proposal that, at a minimum, includes a technical approach, management organization and integration of the Contractor’s project team, their responsibilities and authorities, schedule and schedule management, transitional activities (if any), risk management (to include identification of risks to successful performance and corresponding mitigation measures to reduce /eliminate those risks), milestone payment schedule, CLIN/sub-CLIN management, quality management, health and safety management, project communications, the process by which the Contractor will deliver progress reports, access procedures, stakeholder Points of Contact (POCs), and security management. The PMP must be updated annually or as needed for the duration of the Period of Performance, including for all options.
  • Prepare monthly Project Management Reports for the duration of the Contract, including for all options, beginning the first month after the award of the Contract. The Contractor shall provide sufficient detail to inform USACE of activities completed during the previous month, activities to be completed during the next month, and an updated project schedule through the completion of the project. All initiated and completed activities shall be reported in the Monthly PMR submitted to the Contracting Officer Representative (COR), Project Manager (PM), and Fort Bliss PM. The monthly PMR shall specifically detail all accomplishments delineated by task.
  • Develop a UFP-QAPP/Work Plan for all activities to be conducted under this PWS. The UFP-QAPP and its supporting plans will function as the work plan for all field activities, with the supporting plans included as appendices to the UFP-QAPP. The appendix for the QCP shall include, at a minimum, the following: statement of the project purpose; identification and discussion of the organizational and technical interfaces; identification of the project team members, including assignment of all areas of responsibility; identification of the project schedule; identification of the project deliverables that will be submitted for Independent Technical Review (ITR); identification of the ITR Team; and description of the methods to be used for management of review comments. ITR is defined as a review by a qualified person or team not affiliated with developing a project/product to confirm the proper application of established guidelines and regulations.

EDUCATION & EXPERIENCE

  • A Bachelor’sdegree in engineering, construction management, geology, chemistry, or a related field from an accredited post-secondary institution
  • Five (5) years of experience in managing environmental compliance projects
  • The PM shall have a Project Management Professional (PMP) Certification and working knowledge of applicable federal, state, and local laws, regulations, and guidance

KNOWLEDGE, SKILLS, & ABILITIES

  • Project Management Professional Certification
  • Ability to utilize PMBOK adopted processes and procedures
  • Directly relevant experience with environmental compliance projects, specifically with Indoor Air Quality and Mold Remediation
  • Excellent verbal and written communication skills
  • Strong organizational skills
  • Customer service oriented
  • Flexibility to handle workload fluctuations
  • Proficiency with MS Office Suite (Word and Excel)
  • Proficiency with MS Project
  • The position will require individual work in both an office setting and the field. For field work, the individual will be required to wear proper PPE.
