USAA Employees: This job posting will be active for applications until 11:59pm Central on Monday, March 29 Provides executive leadership and direction for Central Operations Risk within the Fraud & Central Operations organization at USAA Federal Savings Bank (FSB), which includes Fair Credit Reporting Act (FCRA),, Service Members Civil Relief Act (SCRA), Bank Tax, Garnishment Servicing Operations and the Central Risk Program teams responsible for the Bank’s implementation of common standards in support of the Risk Governance Framework and the enablement of effect Bank-wide Risk Governance in the First Line of Defense (FLoD). Responsible for leading a group of executives and large workforce to accomplish the Bank’s strategic imperatives. Responsible for the development and execution of comprehensive FLoD Business Risk Control management programs, such as Risk Control Self-Assessment (RCSA), Issues Management, Restitution, Third Party Risk Management (TPRM), QA/QC Oversight, Policy & Document Governance, and centralized Control Testing. Accountable for establishing and/or strengthening the program to monitor and measure the effectiveness of the FLoD risk management practices, to ensure that material risks and associated activities are effectively identified, measured, monitored, and controlled consistent with the business’ risk appetite. Ensures compliance with relevant regulatory requirements across all areas of responsibility and introduces procedural changes to maintain sustainable and scalable control standards. Tasks: Identifies and manages existing and emerging risks that stem from business activities and the job role Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled Follows written risk and compliance policies and procedures for business activities Oversight of daily operations for FCRA, SCRA, Tax, Garnishments, Liens and Levy Operations and the Bank’s First Line of Defense Central Risk Programs Builds out multi-year execution roadmap to reform the infrastructure and digitize the Bank. Drives the Central Operations Risk prioritization process highlighting critical dependencies, resource gaps, and proactively forcing trade-offs Responsible for significant IT investment budget, leveraging agile to drive speed-to-market Develops plans and strategies for building out a well-managed operation, inclusive of automated and preventive controls Develops and implements common standards and procedures in support of the Risk Governance Framework to be performed within business areas Owns the development, oversight, and governance of the following key FLoD functions including but not limited to Reg W, Control and Supplier Testing, KRI program, Loss Data, RCSA, Issues Management, Member Restitution, Governance Programs, etc. Leads and or participates in regulatory reviews (e.G. Office of the Comptroller of the Currency (OCC) and Consumer Financial Protection Bureau (CFPB)) and responds to regulators or internal audit findings/actions Attracts and develops talent within the Central Operations Risk team to deliver risk-conscious performance and results, including the identification, development, and retention of talent with requisite banking capabilities Drives to optimize a balance between member experience, attaining the appropriate risk management discipline, financial efficiency and effectiveness and employee engagement to achieve strategic goals Stays abreast of industry regulatory developments; keeps Senior Managementapprised of changes and developments and their implications to USAA. Establishes and maintains relationships with key regulatory examiners, internal partners, and other stakeholders throughout the enterprise including Audit, IT, Risk, Compliance, business leadership, etc Culture champion focused on driving accountability, managing risk, creating healthy challenge, and pursuing progress over perfection Minimum Requirements: Education Bachelor’s degree is required 4 additional years of related experience beyond the minimum required may be substituted in lieu of a degree Experience 10 years of experience in Business Management, Operations, Infrastructure/Technology, Risk Management, Audit, or Control in the financial services industry 8 years of people leadership experience in building, managing and/or developing high-performing teams is required 12 years of experience in Reg W, Control and Supplier Testing, KRI program, Loss Data, RCSA, Issues Management, Member Restitution, Governance Programs Extensive knowledge, understanding, and application of risk management and compliance framework and guidelines Deep knowledge of state and federal regulatory issues impacting the financial services industry to include direct experience working with federal and/or state regulators Experience managing risk for large bank products and/or services with demonstrated expertise in managing OCC Heightened Standards controls Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market position. The salary range for this position is: $205,500 $370,100 Employees may be eligible for pay incentives based on overall corporate and individual performance or at the discretion of the USAA Board of Directors.
