Composed of approximately 100 of Houston’s finest attorneys working in 10 legal practice sections, the OCA handles personal injury, commercial and civil rights litigation, major commercial and real estate transactions, and a diverse array of human resources, labor and employment matters, while also counseling the municipal corporation on economic development, constitutional, election matters, ethics and quality of life matters, and preparing City ordinances governing Houston and its citizens.

The City of Houston seeks a solutions-focused transactional attorney with 3 to 7 years of experience to support the Houston Public Works Department as a member of the Legal Department’s Contracts Section.

The Contracts Section handles a wide variety of legal issues such as drafting and negotiating public contracts, advising on procurements, and drafting and interpreting local ordinances.

The ideal candidate will be team-oriented and have knowledge regarding water infrastructure, surface water and groundwater laws, and some experience in governmental procurement, preferably at the municipal level.

Responsibilities include, but are not limited to:
Negotiating and drafting contracts related to the City’s water infrastructure and delivery of water and wastewater services, including cost-sharing agreements, water supply agreements, and wastewater service agreements.Counseling client on matters related to the City’s surface water and groundwater supplies, including permitting, purchase/sale/lease agreements, and compliance with subsidence regulations.Counseling client on procurement rules applicable to federally funded enterprises and projects.Counseling client on compliance with City Code provisions, policies, and procedures, and drafting or amending City Code provisions, policies, and procedures.Assisting the City Attorney and others with special projects such as drafting City Attorney Legal Opinions.Working with litigation teams on disputes involving the City’s water utility.Supervising outside counsel on matters related to the City’s water utility.

This position is physically comfortable; the individual has discretion about walking, standing, etc.

There are no major sources of discomfort in a normal office environment.



Requires a Doctor of Jurisprudence degree from an American Bar Association accredited college of law.


– 7 years of experience in the practice of general civil law, specialized municipal law, or comparable legal experience are required.

Must be a member of the Texas State Bar on or about the first day of employment.

If selected for this position, official proof of a J.D.

degree and membership in the Texas State Bar is required and a condition of employment.


Preference will be given to applicants with:
A minimum of 3 years of experience in a transactional practice focusing on water utility or water-related matters, preferably in a governmental setting.Exceptional contract negotiation and drafting skills.Excellent analytical and organizational skills.Strong verbal and written communication skills.Above-average academic performance preferred.Willing to take the initiative to identify and solve business and legal issues.Experience working with federal, state, and local agencies.General understanding of municipal procurement statutes.Texas experience preferred but other jurisdictions will be considered.Proficiency with the Office 365 suite of programs, including Word, Outlook, Excel, TEAMS, OneDrive Business, as well as electronic legal research tools such as Westlaw Edge, Practical Law, and Drafting AssistantWilling to work extended hours as needed to accommodate work demands.
Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.

Factors used in determining the salary offered include the candidate’s qualifications as well as the pay rates of other employees in this classification.

Pay Grade: Varies

Salary Range: $84,000
– $139,000 (Salary will be determined depending on qualifications.)
