Community Services Manager

This is a Contract position in San Antonio, TX posted August 19, 2021.

Job Scope The Community Services Manager is responsible for implementation and management of District special projects, as well as management of the rules and regulations for the Architectural and Design Control Committees (ACC/DCC) to keep pace with changing needs and goals.

The Community Services Manager is responsible for oversight of ACC/DCC codes, regulations, and guidelines enforcement as well as management of development rights records and data.

The pay range for this position is $65,000
– 95,000 and the Community Services Manager is also eligible to participate in the discretionary annual bonus plan.

Job Duties ACC/DCC & BOAs Provide overall management for the Architectural and Design Control Committees (ACC/DCC); and the Business Owners Associations (BOAs).

Prepare pre-meeting comments, post-meeting Notice of Committee Actions.

minutes and approval/denial correspondence.

Conduct regular meetings with ACC/DCC/BOA committees to review submittals and respond to requests.

Resolve difficult and sensitive ACC/DCC or BOA issues in consultation with the Assistant General Manager, General Manager and Committee Members.

Supervise Community Services Coordinator, and any additional staff assigned to include hiring and training team members to execute job responsibilities in a safe and rewarding manner, processing timesheets, performance management and employee conflict resolution.

Direct the committee members through decision making utilizing knowledge of the established guidelines.

Review building permit release applications for all residential developments.

Actively lead associates to create a cohesive team environment.

Hire, mentor, train, and develop a team to execute the day-to-day activities of the ACC/DCC and BOAs.

Develop and present recommendations to improve the ACC/DCC guidelines, policies, and procedures.

Oversee management of current files and archives to ensure complete records are maintained for ACC/DCC and BOAs.

Management of BOAs including preparation of management reports, budgets, meeting packets, and audit documents as well as maintaining compliance with governing documents and state regulations.

Interpret and apply federal, state, and local policies, laws, and regulations.

Prepare and conduct presentations.

Display professionalism in dealing with internal and external business partners, citizens, news media, and other agencies and groups.

Demonstrate continuous learning to stay abreast of current developments, new trends and innovations in the field of community management and professional development.

Execute sound judgement, utilize problem solving techniques and implement recommendations in support of stated goals.

DISTRICT & DEVELOPMENT Oversee maintenance and administration of easements and license agreements.

Maintain, administer, and track tap applications in conjunction with District Staff and cross reference with applicable County records.

Maintain, administer, and track the high-speed fiber conduit lease program.

Develop and implement annual community events such as: concerts, picnics, running and cycling events.

Develop and implement community engagement programs through communication and public outreach Provide leadership and guidance for various District special projects.

Track and maintain complete record of development rights from origin through projected updates.

Technical/Professional Knowledge (Knowledge/Skills, Education, and Experience) Demonstrated proficiency with comprehensive code enforcement programs.

Experience managing staff and budgets.

Working knowledge of pertinent federal, state, and local land use, development, design control regulations, zoning and code enforcement including field investigations.

Experience reviewing and knowledge of architectural drawings.

Highly effective customer service and public relations practices.

Methods and techniques of business correspondence and technical report preparation.

Demonstrated understanding of occupational hazards and standard safety practices.

Proficient computer skills including Adobe Writer and Microsoft Power Point, Excel, Word and Outlook A Bachelor’s degree from an accredited college or university with major course work in planning, public administration, strategic communication, or a related field.

A minimum of five to seven years of increasing responsibility in code enforcement, investigative, and/or inspection experience.

Supervisory and management responsibility is desirable.

Must have and maintain a valid Colorado driver’s license.

The position is required to work regularly scheduled office hours weekdays from 8:00 a.m.

– 5:00 p.m.

However, the Community Services Manager should be flexible with availability depending on the needs of the department.

Physical Requirements While performing the duties of this job, the employee is frequently required to stand, walk, sit, use hands, reach with hands and arms, stoop, kneel, squat and lift objects up to 25 pounds.

May be required to lift and/or move up to 50 pounds.

Must be able to occasionally drive during the course of work.

Will be required to drive to different job sites.
