This is a Full-time position in Austin, TX posted April 28, 2021.

Job Description:
The Director I position provides advanced direction and guidance to operating the Health Information Resource Unit within the Center for Health Statistics (CHS).

Ensures the unit runs smoothly and efficiently as possible while meeting customer needs.

Provides advanced direction, technical leadership, consultation, and expertise to unit operations and planning.

Initiates, designs, implements, coordinates, and evaluates better business practices within the unit.

Establishes specific unit strategies and ensures strategic goals and objectives are cascaded down from DSHS and CHS strategic planning.

Develops and implements an employee engagement strategy for the unit and applies best practice related to recruitment, hiring, ways to build strong teams, develop staff, and retaining employees.

Designs and implements strategies to ensure all data and analyses are reliable, accurate, available, accessible, complete, and timely.

Supervises the work of unit staff and manages the unit budget.

Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Essential Job Functions:
EJF 1: Business function oversight (35%)
Oversees and directs all business functions unique to the unit.

Oversees the day-to-day operations for the Health Information Resource Unit, including the following areas: vital event data management, community health assessment surveys, and specialized data linkages.

Manages and administers community health surveys; oversees the vital statistics reporting processes; oversees specialized data linkages.

Provides comprehensive and prompt responses to data requests.

Organizes and monitors a work queue for the unit to capture all incoming data requests.

Also responsible for overseeing a comprehensive set of data use agreements and other legal and contractual documents which govern data releases.

EJF 2: Personnel oversight (15%)
Supervises a team of direct reports.

Organizes workflow and ensures employees understand their duties or delegated tasks.

Monitors employee productivity and provides constructive feedback, coaching, and discipline as needed.

Maintains staffing levels by recruiting, selecting, orienting, and training employees and developing personal growth opportunities.

EJF 3: Business process improvement implementation (10%)
Responsible for focusing on continuous quality improvement and overall strengthening of business processes.

Evaluates program activities and business functions and identify areas for improvements.

Assesses current business processes and implementing improvements to maximize efficiency and staff productivity.

Develops and implements strategies to maximize provision of excellent customer service.

EJF 4: Strategic oversight (10%)
Establishes specific unit strategies and ensures strategic goals and objectives are cascaded down from DSHS and CHS strategic planning.

Ensures unit has a strategic vision, action plans, and performance measures so that strategic goals and objectives are met within each unit.

Plans and develops action plans for how to implement these strategic goals and objectives.

EJF 5: Employee engagement strategy oversight (10%)
Develops and implements an employee engagement strategy for the unit and applies best practice related to recruitment, hiring, ways to build strong teams, develop staff, and retain employees.

Develops and documents policies and procedures to improve these areas.

Utilizes staff feedback survey such as the Survey of Employee Engagement to guide engagement activities.

EJF 6: Data quality control strategy oversight (10%)
Designs and implements strategies to ensure all data and analyses are reliable, accurate, available, accessible, complete, and timely.

Establishes adequate controls to ensure proper data quality.

Implements best practices to maintain a high quality of information.

Documents all quality control procedures and processes.

EJF 7: Budget oversight (5%)
Oversees the unit budget and reviews and approves expenditures.

Aligns budget to unit strategic goals and ensures strategic goals are funded as needed.

Develops fiscal year spending plans and monitors expenditures throughout the fiscal year.

Assists in the development of contracts and other agreements to coordinate purchasing of goods and services.

EJF 8: Other duties as assigned (5%)

Knowledge Skills Abilities:
Knowledge of health, healthcare and public health data, programs and practice
Knowledge of process improvement and quality assurance processes and methods
Knowledge of strategic planning, budget management, human resource management and project management
Knowledge of the agency’s’ organization and strong understanding of all public health programs
Knowledge of the principles of leadership and how to effectively interact with various leadership styles
Knowledge of data quality control and assurance practices, principles, and techniques.

Knowledge of principles of research, advanced data analysis, and data dissemination
Knowledge of principles of statistics and statistical software
Skill in clear and concise written and oral communication, including strong ability to make public presentations
Strong skills in establishing and maintaining effective working relationships with diverse customers
Skill in identifying problems, evaluating alternatives, and negotiating and implementing solutions
Skill in managing multiple and competing priorities
Skills in staff recruitment, employee engagement, staff development, and staff retention
Skill in the development, implementation, and evaluation of projects
Skill in developing, reviewing, and managing budgets
Skill in establishing plans and setting objectives and goals that support an overall business strategy
Skill in managing, analyzing, and disseminating data
Skill in using statistical software programs and/or programming languages
Strong ability to build effective teams
Ability to work in a team environment.

Ability to build and maintain successful, collateral and collaborative working relationships with staff at all levels of DSHS and other agencies, providers, and diverse customers
Ability to implement best practices and methods to continually improve customer service and program performance
Ability to gather, assemble, correlate and analyze facts to identify problems, and develop workable solutions
Ability to analyze complex information and exercise sound judgment in making critical decisions or recommendations
Ability to direct and organize program activities and business functions
Ability to train, lead, assign and prioritize staff workloads
Ability to effectively supervise staff

Registration or Licensure Requirements:

Initial Selection Criteria:
Bachelor’s degree from an accredited college or university required.

Master’s and/or doctoral degree from an accredited college or university with major course work in public health, health sciences, or information sciences is preferred.

Supervisory or team lead experience.

Experience in disseminating data to a wide variety of audiences.

Experience with research and advanced data analysis.

Experience in using statistical software and/or programming languages.

Ability to work in a team environment.

Strong written communication skills.

Additional Information:
Interview candidates will be requested to provide a 15-minite presentation on a data related project.
