Manager, Environmental & Permitting

Summit Midstream Partners, LLC

This is a Full-time position in Houston, TX posted April 7, 2021.

Summary: The position will focus on all aspects of environmental compliance and managing all regulatory permitting.

This position will provide services to operating assets based in the following States, among others, in addition to Federal jurisdiction: CO, ND, TX, WV, OH, and NM.

The position will work closely with the engineering, construction, and business development teams to drive creative solutions and to help Summit Midstream create sustainable growth.

The position will also work closely with the Local, County, and State agencies to resolve any permitting deficiencies and to ensure permits are issued in a timely manner to meet desired in-service dates.

Candidates should have a background in oil and gas compliance and permitting and must be capable of preparing all application packages.

This position will also assist the operations team by periodically providing field level training.Principle Duties & Responsibilities:This position will both support the environmental compliance team members, and also act as an individual contributor.

Individual contributions include those listed for the Environmental Compliance Senior Specialist and creating policies and procedures; developing training tools for the Operations team; reviewing contractor and employee metrics to assess the team needs; and to create additional process efficiencies within the compliance group.* Air Quality Tasks* Collect monthly operating data, run emission modeling software, and enter data into calculation workbooks and/or Environmental Management System Software* Assist with compiling and submitting reporting requirements for State regulations, GHGs, MACT, NSPS, and Title V Permits* Assist with drafting and submitting air permit applications and modifications* Review draft air quality construction permits for accuracy and reasonableness with Operations* Assist operations with complying with recordkeeping requirements of new permits, O&M plans, and regulations* Conduct on-site facility audits to determine compliance with air permitting and compliance requirements* Implement operational compliance measures as required by new regulations* Use the Environmental Management & Information System (EMIS) software to manage environmental compliance* Interact with State agency representatives and represent Summit Midstream during compliance inspections* Environmental Tasks:* Manage spills, releases, and remediation projects* Identify and initiate revisions to SPCC plans where necessary* Provide/assist in training to operations as identified by the HSE&R team* Conduct annual SPCC inspections at Summit Midstream facilities* Observe/schedule stack testing and sampling activities when necessary* Address identified non-compliance issues with air quality requirements, waste management plans, SPCC plans, or Stormwater plansEducation & Experience:B.S.

or B.A.

in Environmental Science or related science/engineering degree, or additional / equivalent work experience.5+ years of environmental and permitting experience, preferably in the oil and gas industry.

Direct management experience preferred.Knowledge Skills & Abilities:* Direct experience with permitting oil and gas facilities.* Experience with Local, County, State, and Federal permitting programs* Knowledge and direct experience with air quality permitting and compliance programs.* knowledge and experience with oil and gas environmental programs.* Familiarity with Microsoft office programs, and particular strength with Microsoft excel.* Experience with EMIS software platforms.* Strong verbal and written communication skills.* Strong technical and analytical skills.* Physical Demands and Working Conditions:* Field work, site visits, and facility inspections* Travel, including air and automobile* Physical abilities of standing, walking, bending, stretching, and periodic moderate to heavy lifting.* Ability to walk along pipeline right-of-way on uneven terrain.* 70% office based and 30% field based.* Must be able to work outside in all types of inclement weather.* This position may require work on nights and/or weekendsAbout Summit MidstreamSummit Midstream Partners, LP (NYSE: SMLP) is a growth-oriented master limited partnership focused on developing, owning and operating midstream energy infrastructure assets that are strategically located in the core producing areas of unconventional resource basins, primarily shale formations, in the continental United States.
