Program Manager IV with Security Clearance

JOB DESCRIPTION This position will support the Air Force Human Resource (HR) Systems Division’s HR Systems Management Branch (AFCMC/HIHS) with a focus on moving web-based HR applications to the cloud. The ideal candidate will provide program management guidance and expertise in support of assigned programs to include documentation and reporting. Additionally, the candidate will serve as a sounding-board for various HR application program managers and the Branch Chief in areas related to day-to-day operations, cloud migration, and best practices. Duties may include (but are not limited to) the following: Establish program management support for the cloud migration program within the HR Systems/A1 portfolio.
Assist various HR Systems project managers with planning, organizing, and implementing program execution tasks.
Plan for cloud data center’s Management Service Operations contract support.
Assist in comparing program direction and guidance in program management directives, plans, and other program documents with current in-place contracts, and identify discrepancies and recommend actions.
Assist in the preparation, review, and integration of selected documentation, periodic reports, and certifications as identified in DoDI 5000.2, NSSAP 03-01 and other DoD Directives, and recommend and prepare changes.
Assist in reviewing contractor deliverable status together with milestone schedules, status reports, and cost performance reports.
Assist in preparing briefings and reports in direct support of the program management function and program reviews.
Perform analysis of contractor cost/schedule; document and raise issues to management.
Assist in identifying and mitigating risks to the program. JOB REQUIREMENTS Write Clinger Cohen (CCA) Documentation Aid in creating ATP slide decks for the BCAC process (this is a the process by which a program informs the government leadership of the documentation creation and the progress of a program for them to make management decisions
Provide advice on programmatic decisions based on experience to the government leads
Have the experience to be able to work independently with very little guidance from the government leads. Must be able to do research, familiarity with the cloud and the Risk Management Framework
Work closely with cyber Education and Experience: BA/BS required
10+ years of government/industry experience Qualifications: Active Secret clearance preferred or NACI cleared (or ability to pass NACI background investigation)
Must be a Program Management Professional (PMP) or Govt equivalent (APDP PM Level III)
Must be self-starter willing to take initiative
Must be detail oriented and possess the ability to handle complex situations
Must be able to keep up with changing priorities in a fast paced environment
Must be comfortable with ambiguity and change…ability to be flexible
Have thorough knowledge of principles and practices of Project Management and Consulting (PMBOK)
Must possess mastery of Microsoft Office products including MS Project
Have the ability to communicate both orally and in writing with clarity and accuracy
Be capable of performing the tasks relevant to the basic contract requirements
Have a general understanding of Air Force HR related programs Desired Qualifications: Experience managing/migrating applications in/to the cloud
Understanding of Air Force business practices and processes
Understanding of Agile processes
Experience in executing programs using Agile process

Work Environment This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, scanners, filing cabinets and fax machines. Physical Demands This is largely a sedentary role mostly sitting; however, some filing may be required . This would require the ability to move files, or boxes with file data, open filing cabinets and bend or stand as necessary, ability to lift up to 40lbs. Mental Demands: Reading; communicate effectively (verbal and written); maintain emotional control and professionalism.
