Senior Project Procurement Manager

31676BRReq No.:31676BRJob Description and Qualifications: Air Products & Chemicals, Inc., a world-leading Industrial Gases company is seeking an experienced Senior Project Procurement Manager at our Houston, TX office.You will be responsible for leading the procurement of materials, equipment, services, and subcontracts for capital projects executed by Global Engineering, Manufacturing, Technology and Equipment (GEMTE).

The Senior Project Procurement Manager is charged with the efficient and effective material control of the project equipment and subcontracts from planning through sourcing, expediting, inspection, transport, and receipt.

Measures of success are buying below budget and delivering on schedule to the required quality.

The Senior Project Procurement Manager is expected to develop competitive sourcing strategies, actively engage suppliers, professionally negotiate purchase orders, and resolve performance issues.You will manage a procurement task force team assigned to the project responsible for supplier relationships to ensure alignment with project strategy and goals.

This position challenges technical specifications, commercial practices, operating practices, and business processes with a focus on driving cost-effective solutions.

Strong planning, project management, cost control, sourcing, communication, and negotiating skills are required.This position is office-based in Houston, TX, with regular travel to suppliers, client, and job site.

This is a working leader role and therefore requires a broad range of skills.PRINCIPAL ACCOUNTABILITIES :You will be expected to:+ This role is the Procurement lead for large, complex projects which reports into Procurement Director Americas and Project Director.+ This role is the single point of contact between the Procurement team and the Project Execution team+ Support project team by aligning Procurement team activities with project timelines in SmartPlant Materials+ Develop Project Procurement Strategy aligned with overall Project Execution Strategy+ Compile and maintain Project Material Registry to plan and track equipment and material status in Smart Materials+ Initiating RFPs/RFQs, analyzing bids, negotiating for best and final offer, prepare bid tabulation and process approval of bid tabulation before issue of purchase orders.+ Run and analyze material status reports and communicate risks and problem areas to Project Manager regularly+ Liaise frequently with PPM’s, Buyers, Expeditors, Inspection Leads, Subcontracts, and Logistics+ Lead timely resolution of escalated supplier issues+ Maintain Commercial interface with Suppliers.

Manage warranty claims, back-charges, and liquidated damages+ Manage budget for Capital Procurement scope of the project, including the equipment/materials costs as well as the Procurement hours expended+ Work with cross-functional team to manage supplier qualification status and performance+ Monitor global market conditions and business drivers to maximize leverage and minimize riskCIRTICAL COMPETENCIES :+ Strong commercial awareness and negotiating skills+ Strong project management, organization, and planning skills+ Experience in large capital projects procurement+ Learn / work in multiple systems such as SAP, Material Control, Scheduling, Databases+ Flexibility / adaptability to changing priorities, multiple internal customers+ Ability to communicate effectively and work with internal and external customers+ Self-starter, strong influencing, communication, and facilitative skills+ Ability to bring teams together to resolve issues and achieve targets and goals+ Knowledge of strategic sourcing strategies and procurement work processes and solutions+ Sense of ownership and urgency+ Experience in Smart Materials or similar Material Control toolPREFERRED QUALIFICATIONS :+ Bachelor’s Degree or higher, in Business or Engineering+ 10+ years’ experience in Technical, Engineering, Commercial or Project environment+ Experience in issuance and managing execution of requisitions/purchase orders for material, equipment, and services+ Accreditation from Supply Chain industry organization (i.e.
