Transition Project Manager with Security Clearance

Description This position is contingent upon contract award in the Fall 2021. SAIC is seeking a Project Manager to join our PMO team supporting a major federal agency. The Transition Project Manager has primary responsibility for managing the transition of services from multiple incumbent service providers to the SAIC team and then subsequently the transformation of service delivery to a Multisourcing Services Integrator (MSI) delivery model. The Transition Project Manager will manage the operational aspects of the Transition-In and Transformation activities in and serve as liaison between project management and planning, project team, and line management. This person will be responsible for: * Provide comprehensive day-to-day management of pre-award and post-award Transition-In and Transformation activities. * Prepare and maintain the Transition-In and Transformation Plans and review updated draft Plans with USACE OCIO/G-6 leadership and FEDSIM COR. * Prepare final Transition-In and Transformation Plans for customer approval. * Manage risk identification and mitigation and escalate risks to customer and SAIC leadership to support mitigation. * Monitor and report performance against plans to ensure that contractual, cost and schedule objectives are met. * Prepare documentation and present weekly status updates to FEDSIM COR, USACE TPOCs, and SAIC leadership. * Ensure all deliverables required during Transition-In (24) and Transformation (51) are submitted per agreed schedule to IAW USACE and FEDSIM for review and approval. * Coordinate with incumbent contractor regarding schedule and knowledge transfer (KT) plans. * Engage with USACE OCIO/G-6 leadership and stakeholders. * Support staffing actions for incumbents/new staff. * Support Operational Acceptance Plan(s) development and participate in Operational Readiness Review(s). * Ensure no disruption to ongoing services for each task area identified within the PWS. * Manage budget and schedule to meet contractual/project requirements * Assessing project issues and developing resolutions to meet productivity, quality, and customer satisfaction goals and objectives. * Developing mechanisms for monitoring project progress and for intervention and problem solving with project team, line managers, and customer. * Ensuring contract requirements and subcontractor responsibilities are being accomplished including working on the definition and implementation of project planning techniques to provide visibility. * Using and applying industry practices, techniques, and standards in project management. Qualifications * Bachelor’s degree and 9 years’ experience. * Demonstrated experience managing projects and project scheduling * Prior experience working in or supporting a Transition Projects * Prior experience working in an MSI delivery model * Significant experience in supervising Project teams, supporting project scheduling and managing projects * Significant experience developing risk management and mitigation planning * Significant experience in managing project budgets and project spend * Prior experience in Supplier Management * Experience working in ITSM * Prior experience working with ServiceNow * Prior experience developing OLAs, Governance, Policy, and Procedures. * PMP Certification Required * ITIL 4 Certification Required * Proficient with MS Office Suite, MS Project, MS Visio, SharePoint, and Adobe Products. * Prior experience working with ServiceNow project scheduling function preferred. Bachelors and ten (10) years or more of related experience; Masters and eight (8) years or more experience ; PhD or JD and five (5) years or more experience.
